apt-offline software package provides offline APT package manager, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apt-offline
apt-offline is installed in your system.
Make ensure the apt-offline package were installed using the commands given below,
$ sudo dpkg-query -l | grep apt-offline *
You will get with apt-offline package name, version, architecture and description in a table
